2 <br />I am reaching out for some assistance regarding HMBP applicability on behalf of a client with a potential <br />operation in Stockton, CA. The site itself would involve railway transloading of materials (some of which could <br />be hazardous), but the site itself will never actually store any hazardous materials. The site would be staffed <br />intermittently and would be equipped with spill/emergency response equipment in case of fires, spills, etc. <br />For a site that does not actually store hazardous materials, would they be required to establish a CERS account <br />and submit required HMBP elements?
