The emergency response procedures were not completed and <br />submitted to CERS. <br />3.3 The Respondent violated HSC § 25508.2, failed to annually review <br />and certify that the business plan is complete, accurate, and up to date. <br />The business plan information had not been reviewed and resubmitted in <br />the California Environmental Reporting System (CERS) annually. The <br />hazardous materials inventory shall be submitted by January 15 of each <br />calendar year and may be submitted beginning November 1 of the previous <br />year. <br />3.4 The Respondent violated HSC § 25505(a)(4), failed to provide or <br />document initial and/or refresher training to appropriate personnel. <br />Employee training records were not available at the time of inspection. The <br />business plan shall include provisions for ensuring that appropriate <br />personnel receive initial and annual refresher training. This training shall be <br />documented electronically or by hard copy and shall be made available for a <br />minimum of three years. <br />3.5 The Respondent violated HSC § 25505(c), failed to have the <br />business plan readily available to facility or EHD personnel.
