(Partner) is pleased to submit this proposal to provide <br />environmental services for the above-referenced property. <br />Project History <br />PM Environmental, Inc. (PM) completed a Phase I Environmental Site Assessment (Phase I) Report, dated <br />March 25, 2015, prepared on behalf of Umpqua Bank. Based on the information reviewed and the site <br />reconnaissance, the subject property consists of 1 parcel encompassing approximately 5.07 acres located <br />on the west side of West Lane within an industrial area of San Joaquin County, California. The subject <br />property is currently developed with a single-story warehouse building totaling approximately 9,600 <br />square feet, a two-story office and apartment building totaling approximately 1,800 square-feet, and six <br />single-story self storage warehouses. In addition to the structures, the subject property is also improved <br />with asphalt-paved parking areas and associated landscaping. <br />According to historical sources, the subject property was primarily undeveloped land as early as 1937 with <br />the exception of the eastern portion of the property, which was developed with portions of residences. In <br />1957, the residences had been demolished and the property was developed with the current warehouse <br />building. Between 1984 and 1985, the remainder of the property was developed with the current self <br />storage facility buildings. The warehouse building was utilized as a storage warehouse until 1965, when <br />the warehouse building was occupied by an auto body and paint shop. The warehouse building was <br />occupied by an auto body and paint shop until 2013 and has been occupied by the current towing <br />company since November 2014. <br />The current septic system was installed in 1957 during initial development of the warehouse building, <br />which was occupied by an auto body and paint shop from 1965 through 2013. In 2003, an oily sheen was <br />observed on the liquid within the tank. A sample of the contents contained 3,600 micrograms per liter <br />(ug/L) of total residual petroleum hydrocarbons (TRPH) and minor concentrations of various volatile <br />organic compounds (VOCs). Based on these detected contaminants, the historical waste management <br />practices associated with the long-term auto body and paint operations and the on-site septic system <br />may be a source of subsurface contamination; the Phase I concluded that the presence of these on-site <br />facilities represented a recognized environmental condition (REC). <br />Based on available information from the State Water Resources Control Board (SWRCB) GeoTracker <br />Website for a Leaking Underground Storage Tank Cleanup Site closed in 2010 (facility number <br />T0607799501), located approximately 150 feet west of the subject property, the depth and direction of <br />2154 Torrance Boulevard, Suite 200, Torrance, CA 90501 0 Phone 310-615-4500 0 Fax 310-615-4544
