Welcome back.
As you know before you left for vacation, during August 2003, Metropolitan
Stevedore Company (MSC) submitted a sampling and analysis report
(SAR) for monitoring wells-1 through 4 located at their leased land area at the
Port of Stockton to your attention. MSC is now waiting to close these four
wells in place before it gives the subject leased parcel of land back to the Port
of Stockton as the land owner.
Per your request, MSC has gone above and beyond the call of duty and
regulatory requirements and have completed the subject SAR, which does not
reveal COCs at concentrations that would constitute an impact from MSC's
operations or otherwise be inconsistent with the pre-existing historical use,
concentration of COCs, and conditions of the site.
In view of the above, MSC is now experiencing delays in closing these four
monitoring wells in place so the lease can be properly terminated and this
leased parcel of land can be returned to its rightful owner (The Port). As
such, MSC respectfully requests that an approval for "further actions" is
granted from your office, so MSC can submit a well closure/destruction
permit can issued by the San Joaquin County Environmental Health
Department (SJCEHD).
If you have any further questions, do not hesitate to contact me or our
Registered Geologist, Mr. Chris Palmer, R.G., CEG, CHG at 209-601-7048.
Thank you
Jay
10/2/2003
