PUBLIC HEALTH SEKVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D., M.P.H.
Health Officer
P.O. Box 2009 • (1601 East Hazelton Avenue) • Stockton, California 95201
(209) 468-3400
JAN 2 0 199
Dear Property Owner,
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) is providing
notification to you that groundwater in the area of Wilcox Road south of Waterloo Road has been impacted
with chlorinated hydrocarbons from an unidentified source, in excess of the State of California Drinking
Water Standards. The constituents detected from private well testing are the following:
1,1-Dichloroethane (DCA)
1,1-Dichloroethene (DCE)
PHS/EHD is overseeing the investigation of the former underground storage tank (UST) located at 4648
Waterloo Road. During the course of groundwater monitoring, the above organic compounds unrelated to
the UST investigation, were detected in the public water supply well serving this property. PHS/EHD, with
the cooperation of the various neighboring residences and businesses, conducted a well survey identifying
private water sources within a specified geographical range and/or radius. Chlorinated hydrocarbons have
been identified in two private wells in the immediate area at 4716 E. Waterloo Road and 2817 Cherryland.
Although public water standards do not apply to private wells, you may wish to have your private well
tested, utilizing EPA Method 502, in order to be assured that the chemical compounds which have been
detected in the area of Wilcox Road south of Waterloo Road, have not impacted your well. Attached is a
list of California state certified laboratories that can perform the analysis.
If you choose to test your private well, PHS/EHD will provide interpretation of the analytical results. If you
have any questions, please contact Mary Meays, Senior REHS, of my staff at (209) 468-0337 or Diane
Hinson, Supervising FtEHS at (209) 468-3452.
Ernest M.
