Soils should be segregated "clean" from
"contaminated" using a PID, and stockpiled separately on-
site.
Remove soils from the western portion of the proposed new
tank location which contain petroleum hydrocarbons. Soils
can be segregated as described above. The bottom of the new
tank location should be sampled to confirm the new tanks
will be placed on "clean" native soils.
Stockpiled soils should be sampled in accordance with
accepted protocols for characterization purposes.
Disposal of excavated soils containing petroleum
hydrocarbons at a Class II landfill (either Forward, Inc.,
Amador County landfill, or McKittrick landfill), is the most
cost effective, expedient method to manage soils generated
during the tank closure. Additionally, soils with
concentrations less than 100 ppm TPH may be disposed at the
West Contra Costa County landfill.
An Aegis representative should be on-site during the tank
closure to obtain samples beneath the existing underground
storage tanks per SJCHD requirements, and screen, segregate,
sample and manage soils removed from the existing tank
basin, proposed new tank location and product line trenches.
At the completion of the tank closure/replacement, submit a
tank closure report ("Preliminary Report")to the SJCHD which
conforms to the guidelines outlined in "Regional Board Staff
Recommendations for Initial Evaluation and Investigation of
Underground Tanks" (CVRWQCB, NCRWQCB, SFBRWQCB, June, 1988)
and the "Luft Manual" (State of CA Leaking Underground Fuel
Tank Task Force, May, 1988).
