MATTHEW RODRIOUET SECRETARY FOR ENVIRONMENTAL PROTECTION C•LIPORNIA Water Boards Central Valley Regional Water Quality Control Board July 19, 2017 7,0 Mr. Jim Weber Estate of Mr. Herman Harry Weber 2229 Manzanita Court Lodi, CA 95242 CONDITIONAL NO FURTHER ACTION DETERMINATION, CAIN ELECTRICAL WORKS, 230 NORTH CHURCH STREET, LODI, SAN JOAQUIN COUNTY The Estate of Mr. Herman Harry Weber operated a soil vapor extraction system between May and August 2015 to reduce low soil gas concentrations of the solvent tetrachloroethene (PCE) at the former Cain Electrical Works at 230 North Church Street in Lodi. Groundwater has not been impacted and the threat to groundwater from soil gas contamination has been minimized by the soil vapor extraction cleanup. The attached Memo provides additional details. The California Water Quality Control Board, Central Valley Region (Central Valley Water Board) concurs with the Estate of Mr. Herman Harry Weber that the property does not pose a threat to human health, the environment, or waters of the State. On June 16, 2017, Central Valley Water Board staff mailed a fact sheet to neighboring properties and interested persons notifying them of their opportunity to provide comments on the proposed No Further Action Determination. No comments were received during the 30-day time period. The Estate of Mr. Herman Harry Weber has satisfactorily completed site investigation, remedial action, and achieved applicable remedial action standards and objectives at the former Cain Electrical Works. Therefore, no further action is required. This No Further Action Determination is not effective until after the Estate of Mr. Herman Harry Weber submits documentation of the destruction of the site monitoring wells and soil vapor extraction wells in accordance with all applicable County and State requirements. Once proof of appropriate destruction has been received, Central Valley Water Board staff will send written confirmation of the effective date of this Determination. Issuance of a No Further Action Determination does not preclude future action by the Central Valley Water Board if subsequent monitoring, testing, or analysis at the former Cain Electrical Works indicates that the remedial action standards and objectives were not achieved; a new or previously undiscovered release occurs at 230 North Church Street in Lodi; new information indicates that further site investigation and remedial action are required to prevent a significant risk to human health and safety, the environment, or water quality; or the Estate of Mr. Herman Harry Weber KARL E.
