Groundwater has not been <br />impacted and the threat to groundwater from soil gas contamination has been minimized by the <br />soil vapor extraction cleanup. The attached Memo provides additional details. The California Water <br />Quality Control Board, Central Valley Region (Central Valley Water Board) concurs with the Estate <br />of Mr. Herman Harry Weber that the property does not pose a threat to human health, the <br />environment, or waters of the State. <br />On June 16, 2017, Central Valley Water Board staff mailed a fact sheet to neighboring properties <br />and interested persons notifying them of their opportunity to provide comments on the proposed <br />No Further Action Determination. No comments were received during the 30-day time period. <br />The Estate of Mr. Herman Harry Weber has satisfactorily completed site investigation, remedial <br />action, and achieved applicable remedial action standards and objectives at the former Cain <br />Electrical Works. Therefore, no further action is required. This No Further Action Determination is <br />not effective until after the Estate of Mr. Herman Harry Weber submits documentation of the <br />destruction of the site monitoring wells and soil vapor extraction wells in accordance with all <br />applicable County and State requirements. Once proof of appropriate destruction has been <br />received, Central Valley Water Board staff will send written confirmation of the effective date of this <br />Determination. <br />Issuance of a No Further Action Determination does not preclude future action by the Central Valley <br />Water Board if subsequent monitoring, testing, or analysis at the former Cain Electrical Works <br />indicates that the remedial action standards and objectives were not achieved; a new or previously <br />undiscovered release occurs at 230 North Church Street in Lodi; new information indicates that <br />further site investigation and remedial action are required to prevent a significant risk to human <br />health and safety, the environment, or water quality; or the Estate of Mr. Herman Harry Weber <br />KARL E.
