Arc, <br />Engineering Geologist <br />Steven Meeks, P.E. <br />Senior Water Resource Control Engineer <br />DATE: July 19, 2017 <br />SUBJECT: RATIONALE FOR CONSIDERING NO FURTHER ACTION ON CAIN <br />ELECTRICAL WORKS, 230 NORTH CHURCH STREET, LODI, SAN JOAQUIN <br />COUNTY <br />Rationale: Low concentration tetrachloroethene (PCE) soil gas contamination has been cleaned <br />up using soil vapor extraction. Groundwater has not been impacted. The threat to groundwater <br />and human health from soil gas contamination has been minimized by the soil vapor extraction <br />cleanup. <br />Issues: In February 1997, PCE soil gas contamination was discovered in the vicinity of a motor <br />and pump repair business that had operated at the location since about 1950. The maximum <br />PCE concentration was detected at a depth of 20 feet near the western portion of the shop floor <br />at a concentration of 10,600 micrograms per cubic meter (pg/m3). No groundwater pollution has <br />been detected at the site. <br />Setting: A former electric motor and pump repair business that operated at the site between <br />approximately 1950 and the early 2000's. <br />Source: Spills of the solvent PCE. <br />Actions: <br />In 1997, soil gas sampling was conducted as part of an initial underground storage tank (UST) <br />investigation. PCE was detected in 20 of 25 soil gas samples with the maximum concentration <br />(10,600 pg/m3) at a depth of 20 feet beneath the floor of the shop building. Breakdown products of <br />PCE including trichloroethene were not detected. One soil vapor sample contained 220 pg/m3 of <br />xylenes and another sample contained 200 pg/m3 of 1,1-dichloroethene. No other constituents <br />were detected in soil gas. A groundwater sample was also collected beneath the former UST <br />location, but did not contain any detectable constituents.
