(Wright) is pleased to submit this letter report to the San Joaquin County Public
Health Services Environmental Health Division (PHS/EHD). This report documents site
assessment tasks, as outlined in Wright's Work Plan, dated July 17, 1998 accepted at
San Joaquin County Public Health Services, Environmental Health Division on August
25, 1998.
Background
In approximately 1987, POSDEF installed a 1,000-gallon waste oil storage tank to
temporarily store waste oil products that are generated in connection with the operation
of the power plant facilities. The tank is four feet in diameter and the top of the tank
stands approximately six inches above surface grade. The tank is double-walled with
primary and secondary containment. The tank system also utilizes a monitoring system
to detect potential releases of product into the environment. The tank system is locally
monitored with visual and audible alarms on a continued basis using a LEAK-X. The
local alarm is connected to a Control Room using a Leeds & Northrop Max 1 Distributive
Control System (DCS) which generates an audible alarm, a visual alarm and a
permanent printout. A midnight reading is also manually recorded by an operator on
their log sheet indicating the tank every day.
According to POSDEF, water recently appeared in the interstitial space between the
primary and secondary containment of the tank. Promptly upon discovering the water,
POSDEF retained a California certified underground storage tank inspector. POSDEF
reviewed its tank monitoring records and concluded that there was no evidence of a loss
of product or a release. Pending the inspection and testing of the tank, POSDEF
removed the contents of the waste oil tank and took the tank out of service.
67 E. 10th Street • Tracy, CA 95376
209.833.0758 • Fax 209.832.5152
wright@inreach.com Lic. #651501 A-B HazMat
websit http://home.inreach.com/wright
