This work plan has been prepared to fulfill the requirement for <br />obtaining a SJCEHD drilling permit. Enclosed with this work plan are: the completed <br />SJCEHD Well Permit Application; a check for $383 to cover the site mitigation fees <br />and permit fee; the SJCEHD Master File Record (MFR) information requested for the <br />Site; a copy of the Site Access Agreement established with the property owner of the <br />Site, the Port of Stockton; and a copy of BC's health and safety plan (HASP) prepared <br />for this investigation. <br />Presented below is background for this investigation, the scope of the Phase II <br />investigation, and anticipated schedule. <br />Background <br />REG is partnering with US Biodiesel Group (USBG) to lease the 6.3-acre parcel of land <br />(the "Site") located adjacent to the southern property boundary of the Westway facility <br />from the Port of Stockton (Figure 1). REG/USBG will also sublease the Westway <br />facility; however, this 4-acre parcel is not included in this Phase II investigation. As part <br />of their pending lease agreement, REG/USBG is seeking to determine the current <br />subsurface conditions existing at the Site prior to taking control and conducting new <br />operations. The objective of the Phase II investigation is to provide REG/USBG the <br />analytical data needed for this existing condition assessment. <br />Previous environmental investigations conducted for the Site included a Phase I <br />Environmental Site Assessment (ESA), prepared by URS in December 2007 (performed <br />for the Westway facility) and a Phase II investigation conducted by IT Corporation <br />in 1991. The Phase I ESA indicated that the Site has remained vacant, with the only <br />known operations involving the occasional loading and offloading of railroad cars on <br />the two railway spurs that bisect the Site. It us unknown what materials may have been <br />loaded on these spurs. In addition, Phase I ESA mentioned that the southern fence line <br />of the Westway facility was used as a miscellaneous storage area, including storage of <br />Environmental Engineers & Consultants
