Cherry Street PMB 217
Tulare, CA 93274
The San Joaquin County Environmental Health Department (EHD) received the well permit
application dated January 1, 2009, for push point borings that were performed at the above
subject site on November 20, 2008, without an EHD permit or inspection. The two borings
advanced near the dispenser islands had a total depth of 5 feet below grade and the two
borings near the underground storage tanks (UST's) had a total depth of 25 feet below grade
according to the Sierra Delta Consultants Inc. report dated December 22, 2008. These borings
were filled with bentonite chips from the bottom of the borehole to six inches below grade and
the last 6 inches were filled with Quikcrete blacktop according to the Sierra Delta Consultants
Inc. letter dated January 22, 2009.
The San Joaquin County Well Standards required that exploratory boring be grouted from total
depth to three feet below surface grade with approved sealing material (cement or bentonite
grout). Bentonite chips are not approved for sealing exploratory borings. The EHD requires
that the two 25 feet borings located near the UST's be drilled out and appropriately grouted so
the well permit can have a final signature indicating the work was performed appropriately. This
should be performed within 30 days of the date of this letter.
The EHD strongly recommends you have a utility locator identify where the UST's and piping
are located so no damage occurs to the UST system from drilling out the two borings.
A copy of the accepted with conditions well permit application is enclosed.
If you have any questions, please contact me at (209)468-3449.
--/a414Aj
Margaret Lagorio, REHS
Program Coordinator
Enc.
Cc: Sam Orlando, 9725 Oakwilde Ave., Stockton, CA 95212
David Irey, San Joaquin County District Attorney's Office
