WASTE DISCHARGE REQUIREMENTS -8- <br />CALIFORNIA AMMONIA COMPANY <br />CALAMCO - STOCKTON TERMINAL <br />SAN JOAQUIN COUNTY <br />Aquatic communities and populations, including vertebrate, invertebrate, and plant <br />species, to be degraded. <br />Toxic pollutants to be present in the water column, sediments, or biota in concentrations <br />that adversely affect beneficial uses; that produce detrimental response in human, plant, <br />animal, or aquatic life; or that bioaccumulate in aquatic resources at levels which are <br />harmful to human health. <br />Violation of any applicable water quality standard for receiving waters adopted by the <br />Board or the State Water Resources Control Board pursuant to the CWA and <br />regulations adopted thereunder. <br />D. Provisions: <br />Through 28 February 1997, the Discharger may set the pH alarm trip 0.2 units higher <br />than the influent pH whenever influent levels are above 8.5 to account for minor <br />fluctuations in receiving water pH and equipment calibration drifts. Commencing <br />1 March 1997, the Discharger may continue to set the trip alarm 0.2 units higher than <br />the influent pH only if the Executive Officer has approved a study conducted by the <br />Discharger which demonstrates that the high pH conditions in the receiving water are <br />not caused by this discharge. No allowance for a pH increase will be granted Wit is <br />determined that the high pH conditions in the receiving waters are the result of the <br />Discharger's activities. <br />The Discharger shall maintain and operate the automatic ammonia leak detection and <br />diversion system to minimi7e or eliminate ammonia discharges to the Wine Slip, as <br />described in Findings 10 through 16. Modifications to the system design and operation <br />must be approved by the Executive Officer at least 30 days prior to implementation of <br />the changes. <br />The Discharger shall maintain the 80,000 gallons of diversion storage capacity described <br />in Finding No. 13 (or other volume approved by the Executive Officer) at all times <br />except immediately following a diversion of wastewater to the storage facility. <br />Following diversion of wastewater to the storage facility, the Discharger shall remove <br />water from the storage tanks to regain full emergency diversion storage capacity as <br />rapidly as is feasible. <br />4. The Discharger shall comply with all the items of the "Standard Provisions and <br />Reporting Requirements for Waste Discharge Requirements (NPDES)", dated 1 March
