CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. T <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR COUNTY OF SAN JOAQUIN <br /> FOR CLOSURE OF <br /> HARNEY LANE <br /> CLASS III LANDFILL E <br /> SAN JOA QUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region <br /> (hereafter Board) finds that: N <br /> 1. The San Joaquin County Department of Public Works and the City of Lodi <br /> (hereafter Discharger) submitted I <br /> a Solid Waste Water Quality Assessment Test (SWAT), dated 20 June 1991; <br /> a financial assurance plan, dated 2 January 1992; T <br /> a water quality monitoring plan, dated 30 June 1992; <br /> a final closure plan, dated 31 January 1992; <br /> and a closure and post-closure maintenance plan, dated 23 May 1986. <br /> 2. The Class III landfill waste management unit (WMU) at the disposal facility is <br /> currently regulated by Waste Discharge Requirements Order No. 87-088 A <br /> which is no longer in conformance with Title 23, California Code of <br /> Regulations (CCR), Division 3, Chapter 15 (hereafter Chapter 15). The <br /> Discharger's existing monitoring program for ground water, surface water, <br /> and the unsaturated zone for this Waste Management Unit (Unit) does not <br /> satisfy the requirements outlined in Article 5 of Chapter 15 as amended July 1, <br /> 1991. This new Order No. satisfies the requirements of Article 5 of <br /> Chapter 15 and covers the closure and post-closure of the landfill. <br /> 3. The 127-acre facility, comprised of Assessor's Parcel Numbers 065-03-06, 03, <br /> 08, 09, is owned by the San Joaquin County Department of Public Works and <br /> the City of Lodi and is operated by the San Joaquin County Department of <br /> Public Works. Waste disposal activities have occurred within 112 acres of the <br /> facility. The facility is 1/4 mile east of Jack Tone Road, in Section 19, <br /> Township 3N, Range 8E, MDB&M, as shown in Attachment A, which is <br /> incorporated herein and made part of this Order. <br /> 4. The waste management facility consists of 112 acres used for landfill V <br /> operations and 15 acres dedicated to migrant farm labor housing as shown in <br /> Attachment B which is incorporated herein and made part of this Order. <br /> E <br />
