The owner or operator must notify the Board when the documents have been placed in <br /> or added to the operating record, and all information contained in the operating record <br /> must be furnished upon request to the board or be made available at all reasonable times <br /> for inspection by the board. <br /> 6) All owners and operators of MSWLF units are required to cover disposed solid waste <br /> with six inches of earthen material at the end of each operating day or more frequently <br /> to control disease vectors, fires, odors, blowing litter and scavenging unless other <br /> alternative materials are approved by the Board. <br /> Alternative material may be approved by the board if the owner or operator demonstrate <br /> that the alternative material and thickness control disease vectors, fires, odors, blowing <br /> litter and scavenging without presenting a threat to human health and the environment. <br /> Alternative cover programs require weekly inspection, fly survey and rodent survey <br /> during the demonstration period. <br /> 7) The owners or operators of all MSWLF units must complete closure activities of MSWLF <br /> units in accordance with the approved closure plan within 180 days following the <br /> beginning of closure as specified in Section 17763. The Board may grant an extension <br /> to this period if the owner/operator demonstrates that closure will take longer than 180 <br /> days and the owner or operator has taken and will continue to take all steps to prevent <br /> threats to human health and the environment from an unclosed MSWLF unit. <br /> 8) Submittal of closure/ postclosure criteria will be determined at later time (Section <br /> 17258.60). <br /> 9) Financial Assurance Requirements have been deferred to October 9, 1994. <br /> 10) Refer to California Regional Water Quality Control Board, Central Valley Region, General <br /> Order # 93-200 for the amended Waste Discharge Requirements and Monitoring and <br /> Reporting Programs. <br /> If you have any,.q-uastions please call Ed Padilla, REHS at (209) 468-3458. <br /> L ri Cotulla, Program Manager <br /> n ronmental Health Division <br /> cc Keith Cambaridge, CIWMB <br /> Robert Evans, RWQCB <br />
