Miller : <br /> Attached to this letter is a report titled "Analysis of <br /> Harney Lane Disposal Site to Determine Significant Change" . <br /> This report was prepared by the Public Works Department at <br /> Your request to determine if a significant change has <br /> occurred at the Harney Lane Sanitary Landfill , which would <br /> require a 5 year disposal site review. <br /> The Report indicates that the only changes which have <br /> occurred over the past five years have been the acquisition <br /> of better refuse compaction equipment and preparation and <br /> implementation of a closure plan to meet the new <br /> requirements of the revised Subchapter 15, Chapter 3, Title <br /> 23 of the California' Administrive Code. <br /> Essential elements of the Closure Plan include construction <br /> of better drainage facilities, increasing slopes from .5% <br /> to 3% over the surface of the site, increasing the <br /> thickness of the final cover from two feet to four feet, <br /> and implementation of a gas and groundwater monitoring <br /> program. <br /> All changes which have occurred at the site, with the <br /> exception of the purchase of better equipment, have been <br /> required by regulatory agencies and were generally, beyond <br /> the control of the County. These changes have not <br /> significantly changed the operation of the site. <br />
