0 <br /> WASTE DISCHARGE REQUIREMENTS -5- <br /> THE COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 6. Vegetation for closed waste management units shall be selected to require <br /> minimum irrigation and maintenance, and shall have a rooting depth not in <br /> excess of the vegetative layer. <br /> 7. Closed waste management units shall be graded and maintained to prevent <br /> ponding and to provide slopes of at least three percent. <br /> 8. Areas with slopes greater than ten percent, surface drainage courses and <br /> areas subject to erosion by water or wind shall be protected or designed <br /> and constructed to prevent such erosion. <br /> 9. The Discharger is required to establish an irrevocable closure fund or <br /> provide other means to ensure closure and post-closure maintenance in <br /> accordance with the Closure Plan submitted on behalf of the Discharger by <br /> Nolte and Associates in May 1986. <br /> D. Provisions: <br /> 1. The Discharger shall maintain a copy of this Order at the site so as to be <br /> available at all times to site operating personnel . <br /> 2. The Discharger shall file with this Board a report of any material change <br /> or proposed change in the character, location, or quantity of this waste <br /> discharge. For the purpose of these requirements, this includes any <br /> proposed change in the boundaries, contours, or ownership of the disposal <br /> area. <br /> 3. The Discharger shall comply with Monitoring and Reporting Program <br /> No. 87-088. <br /> 4. The Discharger shall comply with the Standard Provisions and Reporting <br /> Requirements, dated 1 September 1985, which are a part of this Order. <br /> 5. The owner of the waste disposal site shall have a continuing responsi- <br /> bility to assure protection of usable waters from the waste discharge, and <br /> from gases and leachate that are caused by infiltration of precipitation <br /> or drainage waters into the waste disposal areas during subsequent use of <br /> the property for other purposes. <br /> 6. In the event of any change in control or ownership of this treatment and <br /> disposal system, the Discharger shall notify this Board of such change and <br /> notify the succeeding owner or operator of the existence of this Order. <br />
