July =4, 1987, at the San <br /> .1caquin Local Health District , enclosed is a copy of the <br /> Coerations Phasing Plan for the Harney Lane unitary Landfill <br /> you requested . (See Attachment "A" with ma_ . ) This plan was <br /> developed to schedule filling operation at she site from April <br /> 1987 until closure of the primary site. It will provide for <br /> minimum 1% slopes over the entire site by the rainy season of <br /> 1988-89. (Ultimately by closure in 1990, the entire site will <br /> have 3% slopes over the surface to promote runoff. ) <br /> This grading schedule Will satisfy one of the requirements of <br /> Waste Discharge Requirement Order Number 87-088 recently issued <br /> by the California Regional Water Quality Control Board for the <br /> site. (See Attachment "B" , Waste Discharge Requirements. ) <br /> This effort is also being made to comply as soon as possible <br /> with Section 17710, "Grading of Fill Surfaces" of Title 14, <br /> Division 7, Chapter 3 of the California Administrative Code, <br /> which was documented as a violation section under our two <br /> previous facility inspections. Once the minimum 1% slopes are <br /> obtained over the existing top of the site, problems with <br /> ponding in wet weather will be alleviated . Until this occurs, <br /> the County will continue with its pumping operations during wet <br /> weather to alleviate ponding of water on the site's surface. It <br /> is our understanding that this Operations Phasing Plan will <br /> satisfy your requirement for correction of the above noted <br /> violation. <br />
