Box 1810 <br /> Stockton, CA 95201 <br /> RE: Harney Lane Landfill - 39-AA-0003 <br /> Dear Mr. Horton: <br /> The California Waste Management Board (Board) staff conducted the <br /> third investigation of the subject facility on November 17-18, <br /> 1987 pursuant to Sections 66796. 38 and 66796. 67 (a) of the <br /> Government Code. <br /> Violations of the following State Minimum Standards were <br /> documented during this investigation: <br /> 17679 - Final Slopes <br /> 17708 - Drainage/Erosion <br /> 17710 - Grading of Fill Surfaces <br /> 17732 - Maintenance <br /> Compliance with the leachate standard, Section 17704, will be <br /> determined upon receipt of the groundwater investigation data as <br /> reported to the Regional Water Quality Control Board. <br /> The facility was found to be in compliance with all other <br /> applicable State Minimum Standards. <br /> The San Joaquin Local Health District (Local Enforcement Agency) <br /> will continue to monitor the status of the Operations Phasing <br /> Plan submitted to the Board on July 29, 1987 , which addresses the <br /> above noted discrepancies and the continued construction of the <br /> facility through projected closure in April of 1990. <br />
