Jones <br /> SUBJECT: HARNEY LANE SOLID WASTE DISPOSAL SITE <br /> On 29 August 1983, representatives from the San Joaquin Local Health District, <br /> San Joaquin County Department of Public Works, City of Stockton, City of Lodi <br /> (List attached) met with us to discuss septage disposal operations at the Harney <br /> Lane Landfill . <br /> Findings: <br /> 1 . Harney Lane septage disposal methods consist of land disposal in the summer <br /> and lagoon disposal in the winter. Surface soils consist of San Joaquin <br /> Loam underlain by hardpan. Ground water in the area is between 125 and 135 <br /> feet below the ground surface. Disposal fees are $5.00/load of septage <br /> waste. This 'landfill is anticipated to expire during 1984. <br /> 2. The Lodi Wastewater Treatment Plant charges $35/1 ,000 gallons of septage <br /> waste and accepts no grease trap pumpings. Disposal fees are based on cost <br /> to treat high strength BOD and SS wastes. <br /> 3. The Stockton Wastewater Treatment Plant charges $5.00/load of septage waste <br /> and accepts no grease trap pumpings. <br /> 4. Harney Lane and the Lodi Treatment Plant are located in the northeastern <br /> portion of the county. The Stockton Treatment Plant is located in the <br /> western portion of the county. <br /> Conclusions: <br /> 1 . Disposal fees imposed at the Lodi Plant makes this alternative economically <br /> unattractive to septic pumpers. In addition, policies regarding grease trap <br /> pumpings are further economic burdens to the pumpers. <br /> 2. Transportation cost for the 40-50 mile round-trip to the Stockton Plant makes <br /> this alternative unattractive to the pumpers. In addition, policies <br /> regarding grease trap pumping are further economic burdens to the pumpers. <br /> 3. If properly operated and maintained, no significant impact to water quality <br /> should result from septage waste disposal at the Harney Lane Landfill . <br /> Location and disposal fees make this alternative most desirable to pumpers. <br /> We along with the County concur. that at present this is the best alternative. <br />
