Mr. C. Leland Hall -2- February 26, 1985
Ponding of water, improper grading on old landfill, inadequate cover and exposed
material on intermediate cover areas were noted on the February 1, 1985 inspec-
tion as well. The County is told to correct as discussed. As you are aware,
the County has hired a consultant to prepare a preliminary closure plan which
may require the placement of another lift of refuse over the entire site. The
plan will be available around April 1, 1985 and will address the problems of
ponding, and proper surface slopes which will correct the problems noted on the
inspection.
Therefore, it is premature for the County to correct these items.
On several occasions, I have requested to meet with your inspectors when they
perform inspections of County Solid Waste facilities. I have been told that I
would be called before an inspection so that I could be on site to discuss any
problems which may require correction. To date, I have not been notified prior
to an inspection. If the Health District chooses not to have the County' s Solid
Waste Manager present during inspections, then much more care should be given in
the preparation of the Notice of Disposal Site inspections.
Very truly yours,
TOM HORTON
Solid Waste Manager
TH:jh
SW3-L-HD
c: Henry M. Hirata, Director of Public Works
