Box 1810 <br /> Stockton, CA 95201 <br /> REPORT OF WASTE DISCHARGE, CALDERON REQUIREMENTS <br /> Waste discharge requirements (WDRs) for the Harney Lane landfill were adopted by <br /> the Regional Board in 1978. With the institution of your closure plan and other <br /> requirements of California Administrative Code, Title 23, Chapter 3, Subchapter <br /> 15, these WDRs no longer adequately describe site operation and must be updated. <br /> Enclosed is a Report of Waste Discharge (RWD) form and fee schedule. After <br /> receipt of the completed RWD, we will update Harney Lane's WDRs to include the <br /> closure plan and propose them for adoption at a future Regional Board meeting. <br /> -As mentioned in my letter of 12 September 1986, the Harney Lane landfill will <br /> eventually have to comply (by 1 April 1989) with the vadoze zone monitoring <br /> requirements of the Calderon legislation. A waiver of Calderon's Solid Waste <br /> Assessment Testing (SWAT) requirements can be obtained only if the site is leaking <br /> hazardous waste. An exemption from the vadose zone monitoring requirement is <br /> possible if it can be established that no vadose zone exists below the site (i .e. , <br /> very shallow ground water) or if it is functionally impossible to sample the soil <br /> pore liquid. It does not appear that Harney Lane will qualify for a waiver or an <br /> exemption. It is argued, in your ground water monitoring program, that vadose <br /> zone monitoring is excessively costly and ineffective. We cannot waive the vadose <br /> zone monitoring requirement on this basis. Other landfills in your area that are <br /> planning vadose zone monitoring include Buena Vista in Amador County, I .T. <br /> Montezuma in Solano County, and Austin Road in San Joaquin County. In preparing <br /> your SWAT proposal you may wish to consult with the operators of these landfills. <br /> Many of the items required in a SWAT proposal have already been addressed in your <br /> approved closure plan. It shouldn't take much work to shape the closure plan into <br /> an acceptable SWAT proposal . <br />
