I. INTRODUCTION <br /> BACKGROUND AND UNDERSTANDING <br /> The County of San Joaquin Department of Public Works is seeking the <br /> assistance of a waste management consultant with extensive experience in <br /> (1) installing and sampling water and gas monitoring wells, (2) per- <br /> forming Calderon testing, and (3) evaluating methane recovery potential <br /> at the Harney Lane Sanitary Landfill . The Harney Lane Sanitary Landfill <br /> is located south of Harney Lane, approximately 112 mile west of the <br /> intersection of Harney Lane and Tully Road in San Joaquin County, Cali- <br /> fornia. Approximately 112 acres of the 127-acre site are being utilized <br /> for landfilling. In our previous submittal, EMCON Associates estab- <br /> lished its qualifications to assist the County in this effort and was <br /> selected to submit a proposal. <br /> The goals of the work effort described in this proposal are to <br /> (1) locate and install four ground-water monitoring wells and perform <br /> the first round of sampling and laboratory analysis of the installed <br /> wells and five nearby domestic water wells, (2) install 10 gas monitor- <br /> ing probes and conduct the first round of sampling and analysis for the <br /> presence of gas in the probes, (3) conduct Calderon air testing of the <br /> site and prepare an Air Solid Waste Assessment Report, and (4) analyze <br /> the potential for methane recovery and prepare a report of the findings. <br /> PROPOSAL ORGANIZATION <br /> EMCON's proposal is organized generally in accordance with the scope of <br /> services described in the County's RFP of October 15, 1986. <br /> The detailed Scope of Work presented in Section II is followed by a <br /> description of the management approach that will be used to perform the <br /> described work tasks. Key members of the EMCON team whose skill and <br /> experience are especially appropriate to the project are introduced in <br /> Section III.
