Mr. Jack L. Ronsko
Page 2
September 27, 1978
the waste, four_feet of cover should be required. This will
act as a sponge and-ba-wrier for infiltration, and provide a
zone for proper root development. If ponding does occur as
a result of settlement, there should be enough cover material
available on site to correct the problem by regrading .
2) This alternative involves increasing the slope to two percent
and reducing the cover requirement to three feet. Revegetation
of completed areas should begin immediately to stabilize the
slopes. The increased slopes will provide for lateral runoff;
however, this may result in erosion problems. Interior drains
may also be necessary to mitigate the problem.
Because we are not intimately familiar with the engineering properties of
the soils in the area, we suggest the local Soil Conservation Service Office
be contacted to further analyze the situation. Inquiries should be directed to:
Mr. Kirby McClellan
Soil Conservation Service
1313 W. Robinhood Drive, Suite #8
Stockton, CA 95207
Phone: 946-6229
Mr. McClellan has indicated the Soil Conservation Service could analyze the
erosion potential for the various configurations proposed.
We realize the slopes we have proposed may not be entirely compatible with
dry farming. Therefore, we suggest alternative uses be investigated such
as grazing or recreational use.
You also requested additional information on closure requirements . Enclosed,
as an example, are the requirements recently adopted by the San Francisco
Bay Regional Water Quality Control Board. We understand those requirements
are being considered for state::ide adoption.
A member of my- staff will be contacting you in the near future about soil
requirements for crops. Other grading solutions for the final grading plan
are possible. My staff will be happy to discuss these with you. Please
contact Kim Wilhelm for further details at (916) 322-7364.
Sincerely,
Herbert Iwahiro, Chief
Local Assistance and Planning Division
Enclosure
cc: Mr. William Johnson, Central Valley Regional Water Quality Control Board
Mr. William Cypher, Maintenance Supervisor
Mr. Ronald Valinoti , San Joaquin Local Health District
