With the closure of Harney Lane becoming more eminent, it would appear that it would be in everyone's best interest to have an approved grading plan in order to minimize the work in the final clo- sure of the site. It was my understanding of the meeting with the City Council on September 1 , 1978 that the proposed minimum two feet of cover on the City's parcel would be acceptable to the City if the County resumed the maintenance and monitoring responsibilities of the site® The other City concerns that were discussed were as outlined in the letter from the State Solid Waste Management Board dated September 27, 1978, a copy of which was sent to your department . It is my understanding that the technical report on closure, which must be sent to the California Regional Water Quality Control Board 90 days before closure, must include a final grade and drainage plan® Therefore, it would seem reasonable that your proposed plan also have their input in order that major critical changes won' t be requi e under their final review. ncere , Jack Ronsko Publi Works Director eland Hall , San Joaquin Local Health District William Johnson, Central Valley Regional Water Quality Control Board
