The operator will need to amend section 2.3 of the Final <br /> Postclosure Maintenance Plan after the gas monitoring system <br /> is installed, if necessary to reflect the actual rather than <br /> proposed installation. State that the CIWMB as well as the <br /> LEA will receive quarterly monitoring reports. <br /> 15. Section 3.3 of the Final Postclosure Maintenance Plan, Summary <br /> of Reporting Requirements for Landfill Gas, should address <br /> monitoring of off-site structures for landfill gas, including <br /> method and frequency. <br /> 16. Sections 5.5 and 5.6 of the Final Postclosure Maintenance Plan <br /> should describe a program to inspect and maintain the gas and <br /> groundwater monitoring networks to insure their optimum <br /> performance throughout the postclosure period. <br /> (18264.3 (a) (3) (E,F) ) . <br /> 17. Include postclosure cost estimates for monitoring off-site <br /> structures in the cost estimates for landfill gas management, <br /> section IV-3.0 of the Final Closure and Postclosure <br /> Maintenance Plan. <br /> 18. Include estimated annual costs for maintenance of gas and <br /> water monitoring systems in the postclosure cost estimates. <br /> If no maintenance costs are anticipated, state as such. <br /> 19. The emergency response plan states that a County phone number <br /> will be posted at the facility. The operator should also post <br /> the local fire district's phone number or 1191111 in the event <br /> an emergency occurs outside of working hours. <br /> 20. The operator needs to state where the emergency response plan <br /> will be kept. (17766(a) ) <br /> 21. This project is subject to environmental review under the <br /> California Environmental Quality Act.
