Harney Lane Disposal Site <br /> Page No. 10 <br /> 17735 (17606 OPERATIONAL) - Recording <br /> The operation of this site predates the implementation of this <br /> standard. Therefore, a detailed description and map of the site <br /> need not be filed with the County Recorder ' s Office, the LEA and <br /> the local planning authority until the site closes. <br /> 17741 - Burning Wastes <br /> No burning wastes were observed. There was space available for <br /> spreading and extinguishing burning waste. <br /> 17743 - Liquid Wastes <br /> The facility is permitted to accept liquid wastes. None were <br /> observed during this state inspection. Ken Belcher stated the <br /> facility no longer accepts liquid waste. <br /> 17744 - Dead Animals <br /> The site does not accept dead animals . No dead animals were <br /> observed. <br /> 17773 - Final Cover (17685) <br /> Ken Belcher stated that this facility does not have final cover . <br /> Please note that the emergency closure/postclosure maintenance <br /> regulations require that the minimum thickness and quality of final <br /> cover be in accordance with 23 CCR Subchapter 15, Section 2581(x) . <br /> This requirement, and all other closure/postclosure regulations, <br /> must be addressed upon submittal of your closure plan. <br /> 17777 - Final Site Face (17679) <br /> Ken Belcher stated that this facility does not have a final site <br /> face. <br /> 17796 - Ultimate Use (17627) <br /> Rudolph Rodriguez stated the site will be returned to open space <br /> after the facility closes in late 1991 . <br /> CONCLUSIONS <br /> The Harney Lane Disposal Site was found in violation of six of <br /> violations of the State Minimum Standards. In addition, three <br /> areas of concern was noted. The over all condition of the site is <br /> good. The operator should be directed to enter into a compliance <br /> agreement for correcting the violations and address the areas of <br /> concern outlined in this report . The operator is reminded that <br /> closure plans are due to the Board on July 1, 1990 pursuant to <br /> Government Code 66796 . 22 (b) . <br /> LI-V"-1111 <br /> Waste Management Specialist <br />
