Ms. Kinne <br /> Page 2 <br /> The Board is responsible for ensuring that closure and postclosure <br /> maintenance plans comply with the regulations found in Title 14, <br /> California Code of Regulations, Division 7, Chapter 3, Article 7.8 <br /> and Chapter 5, Articles 3 .4 and 3 .5. The Board will ensure that an <br /> environmental document, as defined in California Environmental <br /> Quality Act (14 CCR 15361) , has been prepared which describes the <br /> project, alternatives to the project, if applicable, any related <br /> environmental impacts, and mitigation measures to minimize any <br /> significant adverse environmental impacts. <br /> The Board is required to consider written public comments received <br /> during the evaluation of the closure and postclosure maintenance <br /> plans. The record of approval will include written responses <br /> concerning significant environmental points raised during the <br /> evaluation process. Final closure and postclosure maintenance <br /> plans may not be approved if there are feasible alternatives or <br /> feasible mitigation measures identified during the review process <br /> which would substantially lessen any significant impact which the <br /> activity may have on the environment. <br /> The Board recognizes that closure and postclosure maintenance plans <br /> are, in essence, mitigation, monitoring, and Implementation <br /> Schedules, which are a requirement under CEQA, Public" Resources <br /> Code, Section 21081. 6.
