Box 2009 <br /> Stockton, CA 95201 <br /> Subject: Completeness of Final Closure and Postclosure <br /> Maintenance Plans, Harney Lane Sanitary Landfill, <br /> Facility No. 39-AA-0003 <br /> Dear Mr. Valinoti: <br /> Staff of the California Integrated Waste Management Board (Board) <br /> has found the Final Closure and Postclosure Maintenance Plans for <br /> the above facility to be complete and accepted for filing. The <br /> complete plan was received on February 22, 1991. <br /> According to Title 14, California Code of Regulations (14 CCR) , <br /> Section 18271, your agency has 90 days from receipt to determine <br /> the adequacy of the plans. Please submit your written comments <br /> to the Board by May 22, 1991. <br /> The following list highlights specific duties of the local <br /> enforcement agency (LEA) relative to closure and postclosure <br /> maintenance plan review: <br /> Independently review closure and postclosure maintenance <br /> plans ensuring that the plans comply with the regulations <br /> contained in 14 CCR, Chapter 3, Article 7.8 and Chapter 5, <br /> Articles 3 . 4 and 3 .5; comply with any additional applicable <br /> conditions in the Solid waste Facilities Permit; and conform <br /> with any local conditions, ordinances, and local planning <br /> and zoning requirements. <br /> Transmit comments to the Board on closure and postclosure <br /> maintenance plans within 90 days from the receipt of <br /> complete plans. <br /> Approval or denial of the closure and postclosure <br /> maintenance plans, including cost estimates and financial <br /> assurance mechanisms, within 120 days from the receipt of <br /> complete plans. <br /> Board staff will review the comments received to determine if any <br /> conflict exists among the approving agencies and will coordinate <br /> the resolution of those conflicts prior to forwarding a letter to <br /> the operator in accordance with 14 CCR 18271(b) . <br /> --Printed on Recycled Paper-- <br />
