Dear Mr. Wickes: Kleinfelder has been contracted to prepare a Solid Waste Assessment Test (SWAT) report for the Harney Lane Landfill. As part of the SWAT requirements the vadose zone and leachate beneath landfill areas at the site must be assessed. To assess the vadose zone and leachate beneath the landfill areas Kleinfelder intends to drill three soil borings through landfill material and collect soil and leachate samples from the borings. A fourth boring will be drilled in an area thought to be unaffected by landfill activity to assess background conditions in the vadose zone. Enclosed is a work plan to drill and sample four borings at the Harney Lane Landfill. Three of the borings will be drilled in landfill areas. The fourth boring, a background boring,will be located outside the area of landfill activity. It is Kleinfelder's understanding from our conversation with you on March 26, 1991 that San Joaquin Coun�y requires a short work plan discussing how the borings will be drilled and backfilled, anyhow safety concerns resulting from the possible presence of landfill gasses will be handled. The following forms and appropriate fees are enclosed so that a boring permit can be issued prior to conducting drilling activities. o Application for county boring permit: A $89 payment is included with the boring permit.
