The Program requires ' (1) refuse <br /> monitoring, (2) surface water monitoring, and (3) ground water <br /> monitoring. The results of the monitoring for the second quarter <br /> and annual event for 1991 are enclosed. <br /> Refuse Monitoring <br /> Quantity Type of Location and <br /> 1991 Discharged* Material Min. However, due to the large capacity of the basin and the <br /> storage space available beneath the discharge pump level for <br /> siltation, the automatic sensing pumps did not discharge landfill <br /> storm water to South Paddy Creek during the second quarter sampling <br /> period. Also, water did not flow in South Paddy Creek long enough <br /> for samples to be taken. The County will continue to monitor the <br /> detention basin and South Paddy Creek.
