Box 1810 <br /> Stockton, CA 95201 <br /> Subject: Review of Final Closure and Postclosure Maintenance <br /> Plan, Harney Lane Sanitary Landfill, Facility No. <br /> 39-AA-0003 <br /> Dear Mr. Horton: <br /> This letter is in response to the Final Closure and Postclosure <br /> Maintenance Plan - Harney Lane Sanitary Landfill, California, <br /> dated Revised forResubmittalFebruary, 1991. <br /> The following is a compilation of detailed review comments from <br /> the Local Enforcement Agency (LEA) , the Central Valley Regional <br /> Water Quality Control Board (Regional Water Board) , and the <br /> California Integrated Waste Management Board (Board) . <br /> 1. Closure and postclosure maintenance plans are to be separate <br /> and distinct stand-alone documents that meet the provisions <br /> of Title 14, California Code of Regulations (CCR) , Division <br /> 7, Chapter 5, Article 3 . 4 . <br /> 2 . The operator is required to address and identify any and all <br /> structures within 1000 feet of the property boundary, in <br /> text and drawings, pursuant to 14 CCR 18262 . 3 (a) (1) . <br /> 3 . The emergency response plan states that a County phone <br /> number will be posted at the facility. The operator should <br /> also post the local fire district's phone number or 1191111 in <br /> the event an emergency occurs outside of working hours. <br /> Where will the emergency response plan be kept at the site <br /> (14 CCR 17766 (a) ) ? <br /> 4 . The current description of monitoring and control systems <br /> for ground water is lacking in sufficient detail to <br /> adequately review the current network. The operator is <br /> required to describe in detail the installation of the <br /> ground water monitoring network and local ground water <br /> hydrology in accordance with 14 CCR 17782 . Any reports or <br /> studies referenced as background information for the site <br /> should be included as supporting documentation. <br /> Printed on Recycled Paper <br />
