9 <br /> r • <br /> Mr. Wes Johnson 2 16 October 1991 <br /> We noted several other problems with the two monitoring reports: <br /> 1. Both the First and Second Quarter 1991 reports were submitted late. <br /> The Third Quarter 1991 report was due on 15 September 1991. <br /> Monitoring and Reporting Program (M&RP) No. 87-088 states that <br /> quarterly monitoring reports are due on the 15th of the month <br /> following the end of the calendar quarter. Since your first quarter <br /> includes the months December, January, and February, the reports for <br /> Harney Lane are due on 15 March, 15 June, 15 September, 15 December <br /> of each year. <br /> 2. The summaries did not include any discussion of Water Quality <br /> Protection Standards (WQPS) and whether the WQPS have been exceeded. <br /> 3. M&RP No. 87-088 states that selenium, arsenic, and mercury analyses <br /> shall be done by atomic absorption (AA) . The summaries did not <br /> indicate if this requirement was met. <br /> 4. Order No. 87-088, Discharge Specification B.7. requires the landfill <br /> to be graded to a three percent by 1 October 1990. M&RP No. 87-088 <br /> states, "Prior to I October of each year, the Discharger will make <br /> a visual check and/or survey and report to the Board the sufficiency <br /> of slope cover and adequacy of surface water control facilities to <br /> conform with the discharge specifications." To date, Harney Lane <br /> has not submitted any information that demonstrates that the <br /> landfill will be graded to a three percent slope. A recent <br /> inspection by Regional Board staff found that certain areas still <br /> needed to graded to the three percent slope. <br /> Harney Lane is required to either address the four above issues in the Third <br /> Quarter 1991 Report which has not been submitted, or submit a separate Technical <br /> Report.
