Hazelton Avenue <br /> Stockton, CA 95201 <br /> RE: Compliance Agreement for Harney Lane Sanitary Landfill <br /> Facility No. 39-AA-0003 <br /> Dear Mr. Horton.- <br /> On <br /> orton:On February 13, 1990, California Integrated Waste Management Board <br /> (Board) staff conducted an inspection of the Harney Lane Sanitary <br /> Landfill for compliance with Public Resources Code (PRC) , Division <br /> 30 and Title 14 of the California Code of Regulations (CCR) , <br /> Chapters 3 and 5. In the subsequent state inspection report of <br /> March 2, 1990, we requested a compliance agreement addressing the <br /> violations and areas of concern identified during the inspection <br /> and documented in the report. In response, a compliance agreement <br /> dated May 16, 1990, as approved by your LEA, was submitted to this <br /> office for review. <br /> . The compliance agreement was reviewed by Board staff with the <br /> following comments: <br /> VIOLATION: <br /> 30 PRC 44004(a) - Permit <br /> It was indicated in the Inspection Report that the site was <br /> accepting over the permitted volume of wastes ( 2249 cubic yards per <br /> day) . This site was only permitted to accept 1400 cubic yards per <br /> day. Your response did not adequately address this issue. . <br /> It was also stated in the compliance agreement that Harney Lane <br /> landfill will be closing within a short period of time (July 1, <br /> 1991) . Because of the closure period, you commented that it is not <br /> practical to prepare a Report of Disposal Site Information (RDSI) <br /> or begin a permit review process since the Final Closure Plan will <br /> be submitted by July 1,, 1990. We agree with your comments. <br /> However , if the site is not close by July 1, 1991, you must <br /> immediately submit a complete application for a revised Solid Waste <br /> Facility Permit (SWFP) including a revised RDSI, appropriate <br /> California Environmental Quality Act (CEQA) documentation and <br />
