I. INTRODUCTION <br /> The Harney Lane Sanitary Landfill is located on Harney Lane, Lodi, <br /> California (figure 1) . It is operated by the County of San Joaquin <br /> as a Class III landfill in accordance with Solid Waste Facility <br /> Permit # 39-AA-003 issued by the San Joaquin County Local Health <br /> District (Local Enforcement Agency - LEA) and Discharge Requirement <br /> Number 87-088, issued by the State of California Regional Water <br /> Quality Control Board (RWQCB) , Central Valley Region. These <br /> documents establish operating procedures for the entire landfill <br /> which consists one 97-acre parcel (primary site) and a 15 acre <br /> parcel (secondary site) . In addition, the County owns 15 acres <br /> just north of the secondary site used for a migrant farm labor camp <br /> (figure 2) . <br /> The County will begin to close the landfill in September 1991 and <br /> must prepare a landfill gas monitoring plan. This report presents <br /> the Landfill Gas Monitoring Plan for the Harney Lane Sanitary <br /> Landfill. <br /> II. HISTORY <br /> The Harney Lane Sanitary Landfill first began operation in 1948 and <br /> was operated, at that time, by the City of Lodi. The County of San <br /> Joaquin operated a landfill on the adjacent parcel to the west. <br /> Both landfills received domestic refuse, construction debris, and <br /> 1 <br />
