The order of operation will follow the numbered sequence given to <br /> each area on the Winter Plan. Area 1 will be filled first where <br /> upon completion the filling operation will begin in Area 2 . WINTERIZATION PAD AND ACCESS ROAD <br /> Winter operation will make use of an existing winter pad <br /> constructed in 1987 and recompacted with an oil and chip seal <br /> surface in August 1988. This pad is shown on the winter plan and <br /> is labled as Existing Winter Pad. The pad covers an extensive area <br /> and provides sufficient maneuverability for vehicle travel and <br /> unloading operations. <br /> The access road to the winter pad was overlaid with asphalt <br /> concrete in the summer of 1987 and is in fair condition. This <br /> roadway shown on the plan is wide enough to allow for two-way <br /> traffic and will be used by site customers to access the winter <br /> pad. <br /> III. DRAINAGE <br /> Drainage for the site will be provided by perimeter ditches which <br /> terminate in a detention basin to the south of the landfill. This <br /> detention basin is used to store storm water which is then pumped <br /> at a slow rate to South Paddy Creek. In addition, C.S.P. downdrains <br /> were constructed in September and October of 1988 to divert storm <br /> water from the winter areas. These drains are located along the <br />
