A J OA U I Environmental Health Department <br /> COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> VALLEY PACIFIC HWY99 CARDLOCK 3550 S HWY 99 , STOCKTON April 29, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The following <br /> containers were missing hazardous properties: <br /> - One black 55 gallon steel drum containing fuel contaminated water on the above ground storage tank pad. <br /> - One black 55 gallon steel drum containing used absorbent on the above ground storage tank pad. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date. <br /> Corrected on Site. <br /> This is a repeat violation, Class ll. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: This facility generates drained used metal fuel filters. A complete three year bill of lading record <br /> for used fuel filter recycling was not observed during the inspection. Bills of lading were not observed during the day <br /> of inspection. <br /> REGULATION GUIDANCE: <br /> Persons generating, transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br /> used oil filters. Bills of lading must indicate generator, transporter, and receiving company names, addresses, <br /> telephone numbers, the quantity and size of used oil filter containers transferred, and the date of transfer. A copy of <br /> each bill of lading must be kept on the premises of the generator, transporter, and receiving facility where the used <br /> oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used <br /> metal oil filters not stored, handled and disposed of according to this section are regulated as hazardous waste. <br /> Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San <br /> Joaquin County Environmental Health Department (EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on 5/10/2021 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Waste streams found: Waste absorbent, fuel contaminated water, and used fuel filters. <br /> FA0007030 PR0517944 SCO01 04/29/2021 <br /> EHD 22-01 Rev.9/16/2020 Page 5 of 6 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
