On 7 <br /> August 2018, Central Valley Water Board staff notified the Discharger that it must include a <br /> construction quality assurance plan (CQA Plan)that ensures that construction proceeds in <br /> accordance with approved plans and specifications. On 17 August 2018, the Discharger <br /> provided final grading plans for the site improvements. On 23 August 2018, the Discharger <br /> provided CQA plans for earthwork(Soil CQA Plan)'and geosynthetics (Geosynthetic CQA Plan). <br /> On 28 August 2018, Central Valley Water Board staff notified the Discharger via email that the <br /> Discharger must include construction specifications that ensure that the construction contractor <br /> meets specifications required to ensure that the construction will meet the design requirements. <br /> On 10 September 2018, the Discharger submitted construction plans (Plans), construction <br /> specifications (Specifications), and construction quality assurance plans (CQA Plans)for review <br /> and approval. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff have <br /> reviewed the Plans, Specifications, and CQA Plans submitted on 10 September 2018 and have <br /> identified the following deficiencies which need to be addressed prior to issuance of an <br /> approval: <br /> i <br /> A. Critical Deficiencies: <br /> i <br /> 1. Subsurface PVC Drainage Pipe Elevations.The Plans (sheet 2 of 7) PVC drainage <br /> pipe elevations do not incorporate elevations specified in the Pipe Drainage Ditch <br /> Detail shown on Plans (sheet 3 of 7). The detail shows the crown of the PVC pipe j <br /> installed 2.5 feet below finish grade. However, sheet 2 of 7 shows the crown of PVC <br /> pipe at approximately finish grade elevation. j <br /> 2. Detail of Drop Inlets and connection to PVC Drainage Pipe. The Plans do not 1 <br /> provide details for the Drop Inlets and how they will be connected to the subsurface <br /> PVC Drainage Pipe. <br /> 3.
