Adam Pescatore 4 - 20 September 2018
Harvest-Lathrop Composting Facility
San Joaquin County
19. CQA references to HDPE Pipe. The Geosynthetic CQA Plan refers in section 6.5
refers to HDPE Pipes when the plans and specifications require PVC pipe to be used.
20. Final Documentation-Daily Construction Field Reports. The CQA Summary
Report should contain copies of all Records and Forms (Appendix A of CQA Plans)
along with time stamped photographs taken to document critical phases of
construction and construction progress. This information is necessary for Central
Valley Water Board staff to determine whether construction occurred in accordance
with approved Plans, Specifications, and CQA Plan.
21. Required Submittal Certification. The General Order Report Requirements section
requires the Discharger to submit reports with a reporting declaration in which the
Discharger certifies the report (Please see pages 22 through 24 of the General
Order). The Discharger must certify that amongst other things the submittals are true,
accurate and complete. The Discharger should provide a transmittal letter with any
submittal with the required certification and signature.
B. Non-Critical Administrative Deficiencies:
I Typographical Errors. There are numerous obvious typographical errors in the
documents submitted bringing into question whether the documents were proofread
and properly finalized. Furthermore, the CQA manual is not stamped by the
appropriate registered professional.
2. CQA Manual Final Report. The CQA manual section 9.6 Final Report is lacking the
detail necessary to determine whether the project was constructed in accordance with
the design report, plans and specifications. The contents of the CQA plan and CQA
report should follow that outlined in Title 27 regulations section 20324. This is
required at this Site due to shallow groundwater that exists (less than 5 feet) below
the detention ponds.
Please provide the necessary corrections to the submittals as soon as possible such that
Central Valley Water Board staff can complete its review and approve the submittals as
consistent with the General Order and the Discharger's NOA requirements. If you have any
questions regarding the above, please contact vinoo.iainD-waterboards.ca.gov or 916-464-
4815.
E AD S4HELTON,/P.G.
Senior Engineering Geologist
Title 27 Permitting and Mining Unit
cc:
Gary Aguinaga,Sr. Vice President and COO, Energy, Harvest Power, Fresno
Evan Wahl, Sr. Director of Operations, Harvest Power California, LLC., Fresno
Linda Turkatte, San Joaquin County Environmental Health, Stockton
Christine Karl, CalRecycle, Sacramento
Brianna St. Pierre, Land Disposal Program, Division of Water Quality, SWRCB,
Sacramento (email only)
Howard Hold, Central Valley Water Board, Rancho Cordova (email only)
