Mooney <br /> 129 C Street, Suite 2 <br /> Davis, CA 95616 <br /> Subject: Sanchez Composting Expansion Project, Use Permit Application <br /> 1600212 <br /> Dear Mr. Mooney: <br /> Per your request, I have reviewed the proposed Initial Study/Mitigated Negative <br /> Declaration (hereinafter the IS/MND) and the February 28 Staff Report of the San <br /> Joaquin Community Development Department to the Board of Supervisors <br /> regarding the above captioned Project. My qualifications to perform this review <br /> include registration as a Civil and Traffic Engineer in California and 47 years of <br /> professional consulting experience in these fields. I have both prepared and <br /> reviewed the traffic and transportation components of numerous documents <br /> implementing evaluations of projects under the California Environmental Quality <br /> Act (CEQA). My professional resume is attached hereto. <br /> The findings of my review follow. <br /> No Formal Traffic Studies of the Expansion Project Have Been Performed <br /> County staff have opined that, since the project would not generate 50 trips in <br /> the peak hours, by policy, no formal traffic studies are required. We agree that <br /> the Project is unlikely to generate 50 trips in a peak hour. However, the 50 peak <br /> hour trip criterion only addresses the possibility that the Project might cause <br /> traffic capacity and delay problems somewhere nearby. But traffic capacity and <br /> delay are not what is at issue here. The concern is the change in the quality of <br /> life and increase in the concerns for traffic safety that occurs when the volume of <br /> heavy truck traffic is increased, the hours per day the trucks operate along the <br /> i31) Lowry Read.
