Piles of material on site exceed <br />250' in length. Piles of ground waste have been on site for more than 6 months. Facility exceeded permitted <br />traffic volume (75) on following dates: 5/9/17 (76), 5/10/17 (101), 5/11/17 (125), 5/12/17 (91), and 5/15/17 (94). <br />Facility accepted 539.46 tons of material on 5/11/17. <br />A. Facility must comply with design parameters and LEA conditions specified in the solid waste facility permit. <br />B. Facility is permitted to operate over an area of 20 acres with a maximum of 100,000 cubic yards of material on <br />site. Stockpiles on site shall not exceed 25' in height, 150' in width, and 250' in length. Stockpiling of compostable <br />organic material for a combined period of time greater than six months is considered disposal and must either be <br />removed from the site or processed for composting purposes. Facility is permitted a traffic volume of 75 vehicles <br />per day. Permitted maximum tonnage for this facility is 500 tons per day. <br />C. Facility must reduce the amount of material on site to 100,000 cubic yards or below and alter piles on site so <br />that they are within the dimensions listed above. Remove all material that has been on site for more than 6 <br />months. Do not exceed traffic volume of 75 vehicles per day. Do not exceed maximum tonnage of 500 tons of <br />material per day. <br />x <br />17863 - Report of Composting Site Information <br />Comments: Facility is not able to grind and place incoming green waste into windrows within 72 hours of receipt. <br />A. Facility must comply with its Report of Composting Site Information (RCSI). <br />B. According to facility RCSI, all compostable material entering the facility is to be ground and placed into <br />windrows within 72 hours of receipt. <br />C. Ensure compostable material entering the site is ground and placed into windrows within 72 hours of receipt. <br />X <br />117867(a)(3) - Vectors/Litter/Hazard/Nuisance/Noise/Dust <br />Comments: Litter was observed in adjacent field on east side of facility. Rip rap rock is becoming covered with <br />dirt. <br />A. All handling activities shall be conducted in a manner that minimizes vectors, litter, hazards, nuisances, and <br />noise impacts; and minimizes human contact with, inhalation, ingestion, and transportation of dust, particulates, <br />and pathogenic organisms. <br />B. Clean litter from adjacent field. Inspect field regularly for litter offsite. Inspect litter fence regularly for any <br />holes that allow litter to pass through.
