Generally, the site is south of the intersection of Welty Road and California State Highway 33, <br /> within San Joaquin and Stanislaus Counties. The Union Pacific Railroad (UPRR) tracks and <br /> accompanying easement run through the approximate center of the site, along the west side of State <br /> Highway 33. The historical Old Valley Pipeline (OVP) and Tidewater Associated Oil Company (TAOC) <br /> crude oil pipelines are located adjacent the west side of the UPRR tracks. <br /> The historical pipelines and the former Vernalis Pump Station were utilized by the OVP and TAOC <br /> companies (Chevron predecessors) for the transport of crude oil, from the early 1900's until removed <br /> from service in the late 1960's or early 1970's. Associated pump stations heated the crude oil to <br /> enhance conveyance. <br /> Regulatory oversight for this project is provided by Central Valley Regional Water Quality Control Board <br /> (Central Valley Water Board) staff. Numerous site investigations have been conducted beginning in <br /> about 1995, at which time crude oil was identified in shallow soil and underlying groundwater. Fuel <br /> fingerprint evaluation determined the petroleum hydrocarbons present are attributable to weathered <br /> San Joaquin Valley crude oil. According to the investigative findings soil and groundwater has been <br /> adequately defined and the site is a candidate for no further action determination. <br /> Pursuant to State Water Resources Control Board (State Water Board) guidance, the Central Valley <br /> Water Board requires that parties in the vicinity of the site be provided an opportunity to participate in <br /> the closure process. According to San Joaquin and Stanislaus County Clerk records, the properties <br /> with associated Assessor Parcel Numbers described on the accompanying table provided by Chevron <br /> overlie affected soil/groundwater, or are within a 200-foot radius of the approximate outline of affected <br /> soil and/or groundwater. You have been identified as a property owner or representative of a <br /> firm/company that is owner of record for the parcel(s) indicated on the enclosed Table 1. <br /> Please review the enclosed Fact Sheet that summarizes the site conditions as determined by the <br /> investigation findings. The State Water Board guidance establishes a 20- to 30-day review period for <br /> property owners, and/or persons identified in the offsite property owner survey, and/or other interested <br /> parties, to provide comment.
