Interested Parties - 2 - 7 February 2014
Protection Agency [Cal/EPA] Department of Toxic Substances Control [DTSC]). Following this
guidance, Chevron's consultant estimated the total potential cancer risk to a hypothetical resident
from oral, dermal, and inhalation exposure to onsite soils to be 2E-06 (i.e., two in one million). This
level of risk is at the lower end of the risk management range of 1 E-06 to 1 E-04 established by
Cal/EPA and DTSC. According to the consultant, this is a conservative estimate of risk, and actual
risks are believed to be much lower. Additionally, the total potential non-cancer hazard from oral,
dermal, and inhalation exposure to onsite soils was 0.02 which is well below the de minimus hazard
index of 1, and thus indicates an acceptable non-cancer health hazard for exposure to onsite soils
for a hypothetical onsite resident.
Review of the California Fish and Wildlife database for sensitive ecological receptors indicated that
no threatened or endangered species were identified within one-mile of the project site. Therefore,
based on the assessment review by the consultant, a threat to sensitive species does not appear to
exist at the Site.
The results of the HHESE indicated that exposure to chemicals present in soil and groundwater at
the Site should not result in unacceptable health risks for a potential adult of child resident.
Therefore, the consultant concluded no remedial action is necessary at the Site to protect human or
ecological health, and a risk management decision is appropriate for the Site.
Chevron submitted the November 2013 site-specific Soil and Groundwater Management Plan
(SGMP) that designates Chevron as the responsible party to address residual crude oil that may be
encountered or excavated during future Site activities. The concentrations of residual crude oil
remaining at the Site will naturally degrade with time, likely over a period of years.
Details of the US Can —Welty Road project are available to interested parties through the
GeoTracker website: https //qeotracker.waterboards.ca.gov/search.asp case number
SL0607746470, and in the Central Valley Water Board project files. Interested parties with
questions and/or comments regarding the proposed closure can provide written comments, or
contact Dean Hubbard at the above address, by email at dean.hubbard(-,waterboards.ca.gov, or by
telephone at (559) 445-5179 by 7 March 2014.
