COMPASS LAND <br /> G R O U P <br /> Consistency Determination: Consistent. Given that the accessory use is dependent upon <br /> a diminishing asset (i.e., aggregate reserve), GRI believes that the most appropriate <br /> amortization schedule to base the projected useful life of the accessory use is the <br /> aggregate reserve life of the nearby quarries that supply raw material to the M&P Facility <br /> (e.g., Bellino and Hendrick Quarries). Accordingly, GRI has requested a 25-year extension <br /> to the M&P Facility Permit (to December 2054) to allow for the ability to extract the <br /> remaining permitted reserves. <br /> 7. §9-605.6(m)(1)(G): The continuation of the accessory use will not significantly affect the <br /> condition of the site. <br /> Consistency Determination: Consistent. A 25-year extension to the M&P Facility Permit <br /> (to December 2054) is requested to allow for the ability to extract the remaining <br /> permitted reserves at the Bellino and Hendrick Quarries. Other than the extension of <br /> time, GRI seeks no change to any element of the approved operations or Permits. The <br /> Project would not modify the current productions levels, area of mining, materials to be <br /> mined, or mining methods, and the overall production and processing activities would be <br /> consistent with existing conditions. <br /> 8. §9-605.6(m)(1)(H): The continuation of the accessory use complies with existing <br /> requirements of agencies having jurisdiction and any other appropriate regulatory agency <br /> as determined by the Director of the Community Development Department. <br /> Consistency Determination: Consistent. The M&P Facility will continue to maintain and <br /> comply with applicable regulatory permits covering site activities (e.g.,San Joaquin Valley <br /> Air Pollution Control District, Central Valley Regional Water Quality Control Board). <br /> Summary <br /> A time extension to each Permit is necessary to align the term of all three entitlements with the <br /> life of remaining permitted aggregate reserves. Specifically, a 15-year extension to the Bellino <br /> Quarry Permit (to December 2044), a 25-year extension to the Hendrick Quarry Permit (to <br /> December 2054), and a 25-year extension to the M&P Facility Permit (to December 2054) is <br /> requested to allow for the ability to extract the remaining permitted reserves. Associated text <br /> changes to the Bellino and Hendrick Quarry reclamation plans are proposed to comport the <br /> estimated reclamation phasing schedule with the requested permit terms. Other than the <br /> extension of time, GRI seeks no change to any element of the approved operations or Permits. <br /> Page 6 <br />
