("GRI") owns and operates three distinct yet integrated surface mining <br /> operations in an unincorporated area of San Joaquin County ("County"): (1) the Bellino Ranch <br /> Quarry ("Bellino Quarry"); (2) Hendrick Ranch Quarry ("Hendrick Quarry"); and (3) Munn & <br /> Perkins facility ("M&P Facility"). A background and overview of each site is discussed below. <br /> Bellino Quarry <br /> GRI operates the Bellino Quarry (APN: 247-230-09), under Quarry Excavation Permit (PA- <br /> 0200370) most recently approved by the County in December 2013. The Bellino Quarry provides <br /> aggregate to the M&P Facility for processing. The Bellino Quarry's Permit expires on December <br /> 31, 2029 (Condition of Approval No. 1.m [Time Limitation].) Given market demand, however, GRI <br /> is not anticipated to exhaust reserves at the Bellino Quarry until 2042. <br /> Hendrick Quarry <br /> GRI operates the Hendrick Quarry (APN: 249-050-17) under Quarry Excavation Permit (PA- <br /> 0400250). The County issued the Hendrick Quarry Permit in 2005, with the understanding that <br /> GRI would commence active material extraction and sales upon the completion of mining at the <br /> Bellino Quarry. The Hendrick Quarry's Permit expires on December 31, 2029. (Condition of <br /> Approval No. 1.a. [Approved Uses].) Given market demand, GRI does not anticipate commencing <br /> mining at the Hendrick Quarry until 2042 (at the completion of mining at the Bellino Quarry) and <br /> will not complete mining until 2054. <br /> Munn & Perkins Facility <br /> The M&P Facility (APN: 247-220-18, -19) is a mining site that operates as a regionally important <br /> construction materials processing facility. The Facility processes aggregate from GRI's nearby <br /> permitted quarries, including the Bellino Quarry and Hendrick Quarry, making it a critical <br /> component of the regional aggregate supply chain. The Facility operates pursuant to the <br /> requirements of Quarry Excavation Permit (QX-89-2), most recently approved in March 1999, <br /> when the permit was modified to allow the continued operation of accessory uses after the <br /> extractive resources are depleted. These authorized accessory uses include an asphalt plant and <br /> storage silos, a sand and gravel processing plant, an asphalt concrete recycling plant,truck scales, <br /> and accompanying stockpiles, storage, offices, and shop.
