The Public Hearing Notice states that the item will be heard by <br /> Planning Commission as a Public Hearing item but the Agenda for the August 20,2020 <br /> Special Hearing does not clearly state that Item#2 is a Public Hearing item. <br /> The Staff Report includes a Referrals and Responses table on Page 3 and 4. The City of <br /> Lathrop is listed under Local Agencies on Page 4 and does not include the City's July 23, <br /> 2020 response to the revised Referral and Notice of Intent to adopt a Mitigated Negative <br /> Declaration,dated July 2,2020. The City of Lathrop's Comment Letter,dated July 23, <br /> 2020 is included in Attachment B,Response Letters on Page 76 and 77. The City of <br /> Lathrop requests that the Planning Commission be made aware of the error in the Staff <br /> Report. <br /> The Planning Commission Staff Report states that the CDD received letters of opposition <br /> from multiple sources,including the City of Lathrop. The Staff Report further states that <br /> "the Initial Study was revised to correct the inconsistent information and was recirculated <br /> for review to provide additional time for agencies and the public w comment." The <br /> Initial Study 1 Mitigated Negative Declaration being presented to Planning Commission <br /> continues to have the same inconsistencies and lack of information identified in the <br /> City's July 23,2020 letter. <br /> As stated in the City's July 23,2020 letter,the River Islands Master Planned Community <br /> is within the City limits of Lathrop, approximately one (l) mile from the project site <br /> down-wind to the east and south-east.
