The District did not <br /> address whether the project would exceed significant thresholds for"Odors"in its guidance <br /> documents,which state "Any proj ect with the potential to frequently expose members of the <br /> public to objectionable odors should be deemed to have a significant impact"and that certain <br /> operations including"food processing facilities,""feed lot/dairy,"or"rendering plants"located <br /> closer than one mile of residential locations`warrant the closest scrutiny." <br /> It should be self-evident that building a slaughter house and chicken farm on an elevated pad <br /> less than 1,000 feet and in direct line of site from some residences constitutes significant <br /> negative impacts to the area aesthetics.That the buildings are required to be built on an elevated <br /> pad simply draws more attention and highlights the negative aesthetic impact. <br /> The proposed operations will have three full time and two part time employees,regular removal <br /> of animal renderings and manure, and general business deliveries.
