However,the District specifically limited its statement to a specific list of pollutant criteria. The District did not address whether the project would exceed significant thresholds for"Odors"in its guidance documents,which state "Any project with the potential to frequently expose members of the public to objectionable odors should be deemedto have a significant impact"and that certain operations including"food processing facilities,""feed lot/dairy,"or"rendering plants"located closer than one mile of residential locations"warrant the closest scrutiny." It should he self-evident that building a slaughter house and chicken farm on an elevated pad less than 1,000 feet and in direct line of site from some residences constitutes significant negative impacts to the area aesthetics.That the buildings are required to be built on an elevated pad simply draws more attention and highlights the negative aesthetic impact. The proposed operations will have three fell time and two part time employees,regular removal of animal renderings and manure, and general business deliveries. That the animal processing operations may,in part,take place as part of some type of religious ceremonies,suggests additional traffic.All of the above will combine to create a significant negative impact in the form of greatly increased traffic to and from this area.
