San Joaquin County Community Development Dept—PUBLIC COMMENTS PA-1800316 <br /> perecordsa,sigov.org <br /> The staff report does not address significant impacts to nearby residents of odors generated from <br /> a proposed slaughterhouse/chicken farm,but states the Air Pollution Control District concluded <br /> the project would not exceed any of the District's significant thresholds. However,the District <br /> specifically limited its statement to a specific list of pollutant criteria. The District did not <br /> address whether the project would exceed significant thresholds for"Odors"in its guidance <br /> documents,which state "Any project with the potential to frequently expose members of the <br /> public to objectionable odors should be deemedto have a significant impact"and that certain <br /> operations including"food processing facilities,""feed lot/dairy,"or"rendering plants"located <br /> closer than one mile of residential locations"warrant the closest scrutiny." <br /> It should he self-evident that building a slaughter house and chicken farm on an elevated pad <br /> less than 1,000 feet and in direct line of site from some residences constitutes significant <br /> negative impacts to the area aesthetics.That the buildings are required to be built on an elevated <br /> pad simply draws more attention and highlights the negative aesthetic impact. <br /> The proposed operations will have three fell time and two part time employees,regular removal <br /> of animal renderings and manure, and general business deliveries. That the animal processing <br /> operations may,in part,take place as part of some type of religious ceremonies,suggests additional <br /> traffic.All of the above will combine to create a significant negative impact in the form of greatly <br /> increased traffic to and from this area. <br /> Planning Commission Staff Report, PA-1800316(UP) 162 <br /> Response Letters <br />
