FINDINGS FOR USE PERMIT <br /> 1. The proposed use is consistent with the General Plan, any applicable Master Plan, Specific Plan, and <br /> Special Purpose Plan and any other applicable plan adopted by the County. <br /> • This finding can be made because the Agricultural Processing-Food Manufacturing, and <br /> Animal Raising-Small use types are consistent with the 2035 General Plan General <br /> Agriculture (A/G) designation and may be conditionally permitted with a Use Permit <br /> application in the General Agriculture,40-acre minimum(AG-40)zone.The proposed project <br /> is consistent with the goals, policies, standards, and maps of the General Plan, and there <br /> are no Master Plans or Special Purpose Plans applicable to this site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the necessary facilities and improvements are existing <br /> or proposed. The Soil Suitability/Nitrate Loading Study approved by the Environmental <br /> Health Department has determined the proposed on-site wastewater treatment system is <br /> adequate for the development. The water supply will be provided by an on-site well <br /> permitted and regulated by the Environmental Health Department. Also as a Condition of <br /> Approval, the Department of Public Works is requiring the developer to provide drainage <br /> facilities that meet the requirements of San Joaquin County Development Standards for any <br /> additional runoff attributed to this project development. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 40.39-acre parcel is of adequate size and shape to <br /> accommodate the proposed animal processing, chicken farm and all necessary <br /> improvements. The site plan shows that there is sufficient area for parking and circulation, <br /> in compliance with the standards of the Development Title. The access driveway meets the <br /> 25-foot minimum requirement for two-way access. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for the project found no <br /> potentially significant environmental impacts that could not be mitigated to a less than <br /> significant level. <br /> 5. The use is compatible with adjoining land use. <br /> • This finding can be made because the proposed use will not interfere with nor alter the <br /> current land uses on adjacent properties. The surrounding parcels are agricultural with <br /> scattered residences.
