Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />April 29, 2021 <br /> Facility Address: <br /> 4105 N WILSON WAY, STOCKTON <br /> Facility Name: <br /> NEW STOCKTON 99 SPEEDWAY <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: Six 55-gallon drums of ethanol and gasoline mixture (UN3475) and seven 55-gallon drums of <br />gasoline (UN1203) were found on site, near the north side of the race track, that have not been reported to CERS. <br />According to Tony Noceti, Owner, he orders the drums of gasoline from Paul Oil out of Oakdale, CA when race car <br />owners request Tony to have drums of gasoline on-site for an upcoming race car event. Tony stated that Paul Oil <br />typically delivers the gasoline on the Friday before the race event and picks up the gasoline by the Monday after the <br />race event is over. <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br />approval. <br />This is a Class II violation. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: A site map was not completed and submitted as part of the business plan. <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a Class II violation. <br /> 7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release. <br />OBSERVATION: The emergency response (ER) procedures were lacking. <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a <br />release or threatened release of hazardous materials, including, but not limited to, the following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br /> - evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a Class II violation. <br />FA0019628 PR0546855 SC001 04/29/2021 <br />EHD 19-01 Rev. 9/16/2020 Hazardous Materials Program OIRPage 3 of 5 <br />1868 E.
