December 5, 1997
LB MD-97-210
Mr. Victor J. Izzo
Senior Engineering Geologist
California Regional Water
Quality Control Board
Central Valley Region
3443 Routier Road, Suite A
Sacramento, CA 95827-3098
Subject: Golden Gate Fresh Food/Fletcher Food Property, San Joaquin County
Reference: Letter, Victor J. Izzo to Michael Douglas, dated November 27, 1997
Gentlemen:
Based on our discussion from the November 20, 1997, meeting and responding to your letter
(Referenced above), enclosed is the tentative work plan and schedule associated with the above
subject property. We believe we address the Health and Safety issues raised by the Regional
Water Board. If this is satisfactory to the Regional Water Board, and the release from liability is
issued, we are prepared to purchase the subject property and correct the following environmental
problems.
The work will be performed in three phases. The phases will be determined as to the urgency to
health and safety.
PHASES
The approach I propose to take, if successful in purchasing the Golden Gate Fresh Foods/Flecter
Foods Property, is to mitigate the site related dangers and hazards to the Moculume School, that
is currently leased adjacent to the property (300 students, ages 4-13 years), and to the
neighborhood. Therefore, the following is proposed:
1. A perimeter chain link fence shall be repaired and/or replaced, as necessary, securing the
property. Schedule 1 month.
2. Adequately cover or remove all open entrapments, wells, tanks, etc., and eliminate this
potential hazard. Schedule: 3 month.
3. Dismantling of the existing above ground water filtration tank, approximately15 ft. high,
containing approximately 2 ft. of water. Currently this tank is open and easily accessible from
stairs leading to the top. Schedule: 3 to 6 months.
4. Removal of all hazardous structural steel, partially fire damaged structures, pipes, debris, and
trash on site. Schedule: I to 4 months.
